Informative manual on local government, March 2011

In the framework of the project “Encouraging youth participation in the political processes”, EMAs’ staff has published  the “Informative manual on local government”., which provided a short  information on basic principles of how local government institutions work and affect our daily life. It is designed to assist youths to better understand the functioning of democracy at local government. Bringing concrete examples, the manual translates into easy and understandable language the main principles of local power.

It is elaborated in the form of simple and short dialogues through which information is transmitted in a more concrete and direct way. Through increased the information and awareness of youths on local government, EMA aimed to shed some lights on legal and institutional spaces throughout participatory democracy is assured.

Manual offers information on how is organized the local government in Albanian, services provided by local structures, rights and obligations of the citizens, right of information, opportunities on how to engage citizens in consultations or monitoring, and best practices noticed in the three municipalities. Integrated part of the booklet is the key findings of the assessment report carried out in the beginning of the project including also the set of recommendation to address the problems raised.

Publishing this booklet takes even more importance considering that the country is on the verge of local elections. Therefore, bearing in mind this fact but also the low rate of youth participation in the previous election, EMA aimed to motivate and encourage youths to express their opinion by participation in voting. The informative manual on local government is available only in Albanian language.
