Mr. Florian Xhafa has been a founder and senior researcher at European Movement Albania and currently is a member of our managing board. He graduated with distinction at the Law Faculty, Tirana University (1999 ) and holds a Master degree on European Studies, from Tirana University.
His work experience is linked closely with Albanian legislation in the field of Agriculture, Rural and Regional Development and its approximation with the European legislation. Mr. Xhafa has a valuable experience in public administration started since 2000, initially as a lawyer at the Ministry of Agriculture; as Coordinator, at the Council of Ministers, and also served as Head of Agriculture, Environment and Fishery Unit, at the Ministry of European Integration. He was member of negotiation team for the Stabilization and Association Agreement between Albania and European Commission, in charge for Free Movement of Goods chapter.
Mr. Xhafa has written several publications related to Agriculture, Environment and Rural development in the light of European Integration process and the implications that it could bring for Albanian trade and economy.

Ilir Aliaj
Member of Board of Directors
Ilir Aliaj is one of the founders of the European Movement in Albania and currently sits in the Board of Directors. He holds two Bachelor degrees from University of Tirana in Geography and Law, and a Master degree from College of Europe, in "Pre-accessing Strategies" Simon Stevin promotion.
Mr. Aliaj, is Executive Director of Centre for Development and Democratization of Institutions, a think tank based in Tirana, Albania. He has been working for eight years as a journalist in different Albanian newspapers and published several articles on access to information, European accession strategies and the role of European Court of Human Rights in shaping the constitutional order of Albania.

Aida Gugu (Bushati)
Member of Board of Directors
Ms Bushati has wide-ranging research experiences being directly involved in the implementation of different projects of regional and international organizations (Europen Commission, USAID, GTZ, IFC, World Bank, OSCE) and civil society organizations. Her professional experience has a strong academic background in EU law gained through advanced studies at the University of Amsterdam (The Netherlands,) University of Lecce (Italy) and World Trade Institute of Bern (Switzerland).
She has accumulated extensive experience on the european integration process by developing expertise in the areas of good governance and economic integration, working with Ministry of Justice, Ministry of the Economy, Energy and Trade, and Ministry of European Integration. For five years Ms Bushati worked as a Legal Expert for EURALIUS (European Assistance Mission to the Albanian Justice) in the areas of approximation of laws and justice reforms and for two years as a researcher for the Albanian Center of International Trade, a USAID project. She served as Director of Cabinet of the Minister of Justice becoming part of the negotiation team for the SAA negotiations between EU and Albania.
Ms. Bushati is a lecturer in EU Law. She has written several publications in the areas of European Integration and EU accession process.

Gledis has worked for several years at the Albanian Ministry of European Integration, initially at the Approximation of Legislation Directorate, dealing exclusively with adoption of EU legislation in areas of migration, asylum, readmission, organized crime, judicial cooperation, human rights, juvenile justice, and data protection. Later he joined the Directorate of Justice and Home Affairs, Justice Sector, dealing with the reform in judiciary system, property rights and data protection.
Gledis graduated at the Law faculty at Tirana University (2004). He carried out a traineeship at the Council of Europe, Directorate General of Political Affairs (2005), where he was in charge for preparing and updating the information regarding main institutions and political situation in the countries of the South-Eastern Europe. Since 2008 he is part time lecturer of European Law at Luarasi University, Faculty of Law.
He has extensive experience in project management while serving as Program Director and later Executive Director of EMA. He has written several publications and reports in the areas of European integration, free movement of persons, regional and rural development and electoral systems. He also serves as Albania’s country analyst for Freedom House, Nation in Transit 2010 and 2011 Report.

In recent years, Blerta has worked as external policy expert for different institutions, including the Open Society Foundation for Albania (OSFA), the Pontis Foundation and the German Society for International Cooperation (GIZ). She has earlier worked in civil society in Brussels, at the European Association for Performers Rights (AEPO-ARTIS). Blerta has participated in the Leonardo da Vinci Programme of the European Commission.
She is active in national media and public forums focusing on democratization and EU integration of the Western Balkans.
Academically, she has received an M.A. in European Political and Administrative Studies at the College of Europe in Bruges. She also holds a B.A. in Political Science and International Relations and an M.Phil in International Relations and European Integration, both from Università Cattolica del Sacro Cuore in Milan.
Her main areas of interest concern democracy and rule of law in the Western Balkans, EU enlargement policy (focus on political criteria), government transparency and accountability, as well as interest group representation.
In 2012, Blerta has been a Marshall Memorial Fellow of the German Marshall Fund.

Marbona graduated at the Law Faculty at Tirana University, with excellent results (2011). Currently she is attending PhD studies at the Criminal Department of Law Faculty, Tirana University with topic: ‘A perspective about corruption and money laundering. Reflections on Albania’s experience.
Mrs. Cuka is a part time lecturer at the Law Faculty at Tirana University for European Criminal Law and Criminal Law (The Special Section). She had the opportunity to complete an internship at the Department of Legislation and Coordination, Council of Ministers.
Her main fields of interest are: Rule of Law and Democracy in Albania, European Integration Process, Corruption, Money Laundering, etc.

Baisa Sefa Junior Policy Researcher
Baisa holds a degree in Political Science from Tirana University. During her studies, she has also been engaged as long-term observer on the parliamentary elections. Currently she is attending the Albanian School of Political Studies organized by the Council of Europe.
Mrs. Sefa oined EMA in 2008 being responsible for project implementation and in well-functioning of EMAs daily activities. Gathering and analyzing data from several information sources, conducting field and desk research and contributing in drafting reports and publications are some of the main tasks that she carries out.
During the period June - August 2010, Mrs. Sefa was research fellow at the Center for EU Enlargement Studies (CENS) at Central European University, working on the EU pre -accession funds and absorption capacity of EU aspirant countries. Her fields of interest touch upon international relations and European Integration issues.

Mimoza Agolli Associate Policy Researcher
Mimoza is a key contributor to EMA’s Socio-economic Dimension of European Integration Programme. She graduated in 1998 for Tourism Management, holds a master degree in Economics and Management Sciences and a Diploma of Specialized post-University Studies (D.S.P.U) from Mediterranean Agronomic Institute of Chania, Greece. Mimoza is attending PhD studies on Quantitative Economics, at Christian-Albrecht's University, Kiel - Germany.
She has worked as researcher and trade policy analyst at Albanian Center for International Trade (ACIT) focusing on quantitative oriented research on trade policies and their economic effect. She has paid special attention to explore foreign trade developments and policy options to improve and support positive developments in Albanian International Trade flows. Furthermore, she has been research consultant for the evaluation and capacity assessment consultant for the Human Development Report 2008, UNDP.
During her work as consultant, Ms. Agolli has explored the national rural budgeting process and the economic relevance this sector has for the Albanian development. Ms. Agolli has written several publications, study reports and statistical analyzes on these issues.

Erlir Puto Associate Policy Researcher
Erliri is mainly giving his contribution on democracy and good governance programme. He graduated from State University of Milano-Bicocca, (Laurea Quadriennale) in July 2004. His thesis was about the Constitutional Protection of Human Rights in South East Europe Countries: From E.C.H.R. to the Charter of Fundamental Rights: The passage of East Europe Countries in a new conception of Human Rights.
As a Post Degree specialization he has accomplished the Specialization School on Legal Professions, at State University of Milan (October 2004 - July 2006.) During this period he also followed an Internship at the State Advocacy at Milan District Court and an Internship at Milan District Court Bankruptcy Section.
Currently he is a Lecturer of Administrative and Constitutional Law as well as Constitutional Comparative Law at Tirana University, Faculty of Law. Erlir Puto is author of the manual "Comparative Constitutional Law", UFO Press, Tirana, 2008.

Evis Kopliku Associate Policy Researcher
Evisi is involved in the socioeconomic dimension of European integration programme. She holds a bachelor and Master degree in Banking and Finance (2010) from Eastern Mediterranean University (North Cyprus). She completed her Master studies in the College of Europe in Bruges (Belgium) in June 2011 in the field of European Economic Studies, with a specialization in European Economic Integration and Business.
As part of her work experience, Evisi has been working as a research and teaching assistant in the department of Banking and Finance in Eastern Mediterranean University. Her research fields cover the areas of European Financial Markets, Foreign Direct Investment and European Integration, Corporate Governance in the EU, and Macroeconomic Environment in the EU. She has been awarded the third prize by the Bank of Albania, in the “Governor’s Best Diploma Prize 2010” competition for her Master thesis in Banking and Finance.

Ines Stasa Associate Policy Researcher
Ines was
engaged at EMA through an internship programme implemented in cooperation with
the Albanian Assembly and due to her proactive attitude and willingness, she
became part of our team.
Mrs. Stasa
holds a bachelor degree in Political Science, from Tirana University. She has
been awarded MA in International Relations from Leeds Metropolitan University
(United Kingdom) with the topic: “An analysis on changes in International
Relations: the decline of US hegemony and the new emerging alternatives”. From January
2010 - January 2011, she worked at National Employment Service carrying out
duties corresponding with her fields of interests, such as public administration
and policy making.
Mrs. Stasa
is author of three essay books where the last one was published in cooperation
with one of the well known cartoonist in Albania; “Suspense”. Several of her
articles are published in national daily newspapers and news blogs such as
“Shqip” and Balkan Web.

Mona Xhexhaj
Intern
Mona is currently studying Political Science at University of New York Tirana. During her studies she had the opportunity to complete an internship at the multilateral relations department ,Ministry of Foreign Affairs Albania. She worked part-time in Eunacal Institute as Training& Event Coordinator and contributed in establishing the VOTA2011 platform that served as an information hub by ensuring direct access to different sources of pre-electoral information, timely and impartially.
Mona participated in different seminars, conferences and trainings such as Model of European Union, Summer School on European Integration, First Balkan Congress of Student Elite. Her interests include international relations, political philosophy, European Union studies, international law, public relations and psychology.

Nensi Shyti Program Assistant (December 2011 - February 2013)
Nensi holds a Bachelor degree in Economics with particular focus
on International Economics and Development, obtained at Jönköping
International Business School, in Sweden. Currently he is doing his
masters in International and Commercial Law at the University of New
York in Tirana (joint degree with University of Greenwich, UK).
Nensi is in charge of monitoring EMA’s programs and projects
under implementation. He is also engaged in research activities within
the economic and social dimension of EU integration program area. His
fields of interest are: Economical and Institutional Development, and
Commercial Law within the EU framework.
His work experience besides the internship at EMA during 2011,
includes an internship at the Albanian Business and Investment Agency
(ALBINVEST), focusing on market research in priority sectors like
energy, tourism, infrastructure and agriculture. He also contributed in
developing business cases – indicating the steps investors must go
through in starting a business in Albania.

Imrane Limoni Intern (June- September 2012)
Imrane holds a bachelor degree in International Relations and Politics from London Metropolitan University and a master degree in European Studies from Kings College London. During her master studies, Imrane had the opportunity to complete research covering integration towards EU and its foreign and security policy. Both, her bachelor and master degree consulted the European Foreign Policy towards the Western Balkans (in different periods of time).
Currently, she is working on her PhD proposal, with a focus on political science.
Her fields of interest touch upon: European foreign and security policy towards its Eastern and South Eastern neighbours, foreign policy analysis, international security, as well as EU-China relations. She speaks Albanian (mother tongue), German and English.
Odeta Berberi Intern (July - August 2011) Odeta holds a degree (3+2) in International Relations from Perugia University and a Master degree in Business Ethics from University of Siena. Currently she is writing her master thesis on the "right to health approach" to peace building in divided societies: the case of Kosovo in the framework of the European Regional Master in Democracy and Human Rights in South East Europe (University of Bologna and Sarajevo joint degree).
She has completed an internship at the Human Rights Centre (University of Prishtina), focusing on research under the project “The Health Insurance in Kosovo: a denied right" and contributed in the project implementation at the NGO “Voice of Roma”.
