Book of Recommendations of National Convention on European Integration 2023-2024

This book of recommendations provides a general overview of several key chapters of Cluster 1 – Fundamentals of EU acquis in the context of Albania’s negotiation process for EU membership, with the main focus on Chapter 5 – Public Procurement; Chapter 23 – Judiciary and Fundamental Rights; and Chapter 24 – Justice, Freedom, and Security. For each of these chapters, the analysis begins with a description of the current situation and the context of reforms, examining the initiatives and efforts Albania has undertaken so far within the negotiation process for EU membership. This also includes an assessment of the recommendations from the EU’s annual progress reports and an evaluation of the legal and institutional framework applied in Albania. For each chapter, a summary of the organisation of the Working Groups within the National Convention on European Integration (NCEI) during the 2023-2024 period is also presented, which are aligned with the Discussion and Consultation Roundtables of the European Integration Partnership Platform (PPIE). 

The necessary roundtables for the development and implementation of reforms consist of members of civil society, experts, government officials, representatives from academia, and the media, who contribute to identifying essential recommendations for improving the situation in the relevant fields. This book also serves as a critical tool for assessing the progress and challenges of Albania’s reforms through the monitoring of the recommendations made by the Working Groups with 12 sessions in total for this period in collaboration with a vast number of relevant institutions and the presence of EU experts, and their addressing by the institutions responsible for each issue covered. In addition to the specific recommendations for each chapter, this publication highlights the value of broad engagement from all stakeholders in the European integration process in Albania.
