Monitoring Albanian ID Cards Issuing Process, October 2009

European Movement in Albania (EMA) in the framework of the project”Monitoring the process of ID cards issuing” financially supported by U.S. Embassy in Albania, organised a monitoring process in three biggest administrative ares of Albanian such as Tirana, Durres and Shkodra.

This project aims to increase the level of transparency on this process, as one of the main elements needed to ensure free and fair elections in Albania. It was a combination between the field assessment on the application and distribution’s offices and interviews realised with citizens.

The monitoring process was focused on most problematic and controversial aspects of the process of ID Cards issuing and it was divided in two stages.

  • The first one began on April and last 6 weeks, stage which matched with the pre electoral campaign period. In the end of this stage, EMA presented the Executive Summary of the ID Cards Monitoring which addressed a set of recommendations to Albanian authorities in order to improve the process of ID card issuing.
  • The second stage started on June and last 4 weeks during the electoral campaign as well as the Election Day. Moreover, during this stage EMA assessed the impact that its recommendations brought on the improvement of ID card issuing process for Albanian citizens. In the end of the second stage EMA produce the Final Monitoring Report on Albanian ID Cards issuing Process, presented during a press conference hold in Hotel Rogner.
