Monitoring Report: Integration of PAR principles in sectoral policies – Public Financial Management and Public Procurement in the Tourism and Environment sector in Albania, November 2024.
This report, carried out by EMA researchers, analyzes the implementation of the principles of Public Administration Reform (PAR) in public procurement practices and in the field of Public Financial Management (PFM). The monitored institution is the Ministry of Tourism and Environment, focusing on the planned and implemented procurement procedures during the period from January 2023 to July 2024.
The PFM checklist for public procurement consists of 7 criteria related to transparency and competition in the public procurement practices of the contracting authority analyzed in this report. The analysis also includes the sub-legislative acts that address the public procurement law and three sub-legislative acts that complement the law on concessions and Public-Private Partnerships (PPPs). For the analysis of each of the requirements, interviews were conducted with representatives of the institution, and information was gathered from the registers of forecasted public procurement procedures, including changes made during the analyzed period.
In the conclusion of the report, an assessment was made for each requirement, with the findings showing that four of them have been fully met, two partially met, and one not met. Additionally, recommendations have been provided for further improving public procurement practices and the implementation of PAR principles.
