NRC 3 Workshop: The European integration process in Albania – opportunities for the involvement of civil society and youth in the negotiations process for social policies, tourism, education, and youth, Rrëshen, 6 November 2025
On 6 November 2025, in Rrëshen, a workshop was held within the framework of the National Resource Centre for Civil Society (NRC), implemented by Partners Albania for Change and Development in cooperation with the European Movement in Albania (EMA). The activity brought together local civil society representatives, community members, and activists to discuss civic engagement, local development, and the European integration process.
The workshop was opened by Xhoana Zeqo, Project Manager at Partners Albania for Change and Development, who highlighted the importance of active and informed local CSOs. She emphasized that the goal of this activity is to amplify the voice of local organizations, ensuring that their perspectives and concerns are heard and considered in broader policy discussions. Zeqo stressed the need for local actors to be proactive, engaged, and well-informed to strengthen citizen participation in their communities.
Gledis Gjipali, Executive Director of the European Movement in Albania, focused on the European Commission’s annual report, published just a few days ago, highlighting Albania’s progress and level of preparedness for EU accession as well as the structures for civil society inclusion in the integration process. Gjipali underlined the importance of cooperation between local organizations and national structures, providing open communication channels and active involvement opportunities for actors who cannot participate directly in Tirana.
Anila Shehi Dollani, EU affairs expert, presented experiences and activities from Pukë and Fushë Arrëz, linking them to opportunities in youth, tourism, and employment. She shared concrete examples of successful grants and initiatives by CSOs in these communities, illustrating how local organizations can strengthen their capacities and engage young people in civic and political activities. Shehi emphasized the importance of proactivity and collaboration to maximize the impact and inclusion of civil society at the local level.
The discussion reaffirmed the importance of empowering local actors to contribute to a more inclusive and sustainable EU integration process, highlighting the need for greater awareness among citizens about the requirements, opportunities, and obligations stemming from EU accession. Participants discussed the value of strengthening cooperation between local and national actors, ensuring that local CSOs are informed and able to actively contribute to policy-making, monitoring, and increased civic and political engagement in their communities.
