RTSH – EU Integration, Deliu: If we falter on Chapters 23 and 24, the Negotiation Process could be suspended – April 24, 2025

In an interview with RTSH, Nirvana Deliu, an expert at the European Movement in Albania (EMA), stated that the forum held on April 22, 2025, was organized within the framework of a project supported by the European Union through IPA funds. This project, implemented by EMA, focuses on fundamental issues, particularly the first five chapters for which Albania has already opened negotiations. Within this project, specifically its fourth component—raising awareness among non-state actors, primarily CSOs (Civil Society Organizations), about their involvement in good governance processes and the benefits of key reforms led by the EU—several forums have been planned to discuss important topics related to legislation, reforms, and policy implementation.

The goal of the most recent forum, among other things, was to bring together experts who are authors of articles published in the two online journals created by EMA, namely EuroSpeak and the Albanian Legal Journal. These journals offer space to contribute articles focused on EU-related issues and the European integration process, and the contributors are financially compensated. The articles discussed in this forum, related to Chapters 23 and 24 of the EU acquis, cover a wide range of socially, legally, and economically significant topics, reflecting current issues directly affecting Albanian citizens. One of the topics was the rights of minors in the criminal justice system, emphasizing the need for rehabilitation and reintegration into society rather than strict punishment. Another issue addressed was extradition and the challenges this process presents, especially in cases where agreements between states are not implemented, potentially endangering human rights.

From an economic perspective, the importance of Albania and Montenegro’s inclusion in SEPA (Single Euro Payments Area) was analyzed, highlighting tangible benefits for citizens and businesses through reduced banking fees and simplified international transactions. Another pressing issue discussed was the brain drain phenomenon, examining the main causes of youth emigration, particularly the lack of adequate conditions for a dignified life in the country. These topics reflect real challenges that require institutional attention and societal awareness.

These two chapters, specifically 23 and 24, are opened first but are closed last during the negotiation process, which underlines their importance in the progress of negotiations. Deliu reminded that even if we successfully implement all other chapters, if there is no progress on these, the entire negotiation process could be suspended.
