Handbook – The Role of Non-State Actors in Combating Money Laundering: Emerging Risks and Practical Recommendations, July 2026

As part of the National Convention on European Integration (NCEI), within the Working Group on Chapter 24 – Justice, Freedom and Security, it was developed this publication with the support of the European Union, focusing on the prevention and fight against money laundering and the role of different actors in strengthening financial integrity. This handbook provides an overview of the current anti-money laundering framework and examines emerging risks linked to technological innovation and globalization, highlighting the impact of money laundering on the rule of law, democratic governance and sustainable economic development. It also explores the evolving role of civil society organizations, investigative journalists, businesses, academia and professional advisers in preventing and detecting financial crime, alongside the responsibilities of public authorities and financial institutions. Drawing on experiences from Slovakia and other European Union Member States, the publication presents practical approaches and recommendations that may be relevant to the Albanian context. The publication highlights the importance of transparency, public oversight, informed participation and cooperation between public authorities and non-state actors in addressing increasingly complex forms of financial crime. It provides a practical resource for strengthening awareness, cooperation and capacity in the field of anti-money laundering, while contributing to Albania’s efforts to align with European standards and advance its EU accession process.
