SCAN TV – EU Chapter on Taxation, Difficult for Albania – Deliu: Education, Science, and Culture do not have very heavy legislation, 22 May 2025

During an interview conducted on SCAN TV, Nirvana Deliu, Expert on the European integration process at the European Movement for Albania (EMA), analysed the progress of the Albania-EU negotiation process, focusing on the chapters that were opened at that time. Deliu stated that Chapter 16 – Taxation is more difficult because there is a lot of legislation that Albania needs to align with, requiring more work and greater capacity for approximation and implementation. Also considered difficult is Chapter 19 – Social Policy and Employment, because our country still faces challenges in implementing workers’ rights, as well as other issues related to social inclusion and employment. Easier chapters are considered to be Chapter 25 – Science and Research and Chapter 26 – Education and Culture, whose legislation is not very heavy. These chapters are based on cooperation and coordination of policies among member states, as well as on administrative matters and the country’s capacity to enable the participation of all European Union community programs. In conclusion, Deliu emphasized that we can never speak of clusters or chapters as “easy”, but Cluster 3 – Competitiveness and Inclusive Growth is considered less problematic for Albania compared to Cluster 2 – Internal Market, Cluster 4 – Green Agenda and Sustainable Connectivity, and Cluster 5 – Agriculture, Resources, and Cohesion.
