Guideline for Monitoring Strategic Documents as a Tool for Measuring and Evaluating Integration Processes, October 2025

The Guideline for Monitoring Strategic Documents as a Tool for Measuring and Evaluating Integration Processes has been developed as a methodological and analytical instrument aimed at strengthening the understanding, assessment, and monitoring of strategic documents for Chapter 23 – Judiciary and Fundamental Rights within the context of the European integration process.

In a structured manner, the guideline explains the function and content of each constituent element of a strategic document, following the standard model of sectoral and cross-sectoral strategies. Each part of the strategy, from the strategic context and definition of the vision, to policy goals, specific objectives, measures, indicators, and the budget, is explained not only in terms of content, but also in terms of the role it plays in building a coherent and implementable strategy. These elements are analysed through concrete examples drawn from the Intersectoral Justice Strategy 2024–2030, which serves to strengthen the link between theoretical analysis and institutional practice.

A distinguishing feature of the guideline is the inclusion, at the end of each main section, of a set of monitoring checklist questions intended for external monitoring by civil society organizations, independent experts, or academia. These questions are designed to test the logical coherence of the document, the clarity of formulations, the link between identified problems and proposed measures, as well as the level of measurability of objectives and indicators. In this way, the guideline provides a structured analytical framework for the critical assessment of strategic documents, as it outlines the key steps to be followed by CSOs in organising the monitoring process and offers practical advice in the final section on the necessity of using the indicators defined in the strategy, with a focus on baseline values, target values, and timelines.

The guideline also addresses aspects of implementation, institutional responsibility, coordination, and monitoring, clarifying the roles of responsible institutions, reporting mechanisms, and opportunities for periodic evaluation of the strategy’s progress. In conclusion, the guideline offers practical advice on organising the monitoring process, including the use of the action plan and the indicator passport, data collection and processing, as well as the interpretation of results with a view to enhancing transparency and accountability.
