Handbook – Cybercrime as a general European Threat, July 2026
As part of the National Convention on European Integration (NCEI), within the Working Group on Chapter 24 – Justice, Freedom and Security, the European Movement Albania (EMA) in collaboration with Slovak Foreign Policy Association (SFPA), with the support of the European Union, has developed this handbook with contributions from a Slovak expert.
The handbook examines cybercrime as a European challenge, presenting the EU legal framework and key risks in the digital space, including online fraud, child abuse and sexual exploitation online, online radicalization, terrorism-related content, and threats associated with digital platforms and social media. Particular attention is given to strengthening the capacities of civil society organizations, experts, communities and law enforcement, including the police, to better understand, prevent and respond to cybercrime.
The publication provides a practical resource for addressing digital threats, with particular emphasis on protecting children and fostering cooperation among relevant actors in Albania.
