RTSH – Gjipali: Accession talks, 550 laws to be drafted and their application, 19 January 2026

The Expert of European Integration, Mr. Gledis Gjipali, and simultaneously the Executive Director of European Movement in Albania (EMA), invited to an interview on RTSH, addressed the challenge posed by the volume of aligning Albanian legislation with the EU law within the framework of  European integration negotiations  He focused in particular on explaining the accelerated legislative adoption procedures, noting that while this may increase the pace of reforms, they may simultaneously risk undermining their quality. Moreover, Mr. Gjipali claimed that this issue is of particular importance, as failure to ensure quality in the implementation of reforms may ultimately lead to delays in meeting the required timelines.

Furthermore, Mr. Gjipali highlighted that the negotiating positions for the opening of the six Clusters are not public, whereas only the negotiating position of the E U are accessible. For this reason, there have been repeated calls for greater transparency and for more detailed clarification from the Albanian side. It is important to mention that for certain chapters, transitional periods have been requested by the Albanian government in order to meet the required standards. In this context, the E U, during the pre-accession phase, provides support through funding and technical assistance to facilitate this transition. In this viewpoint, EU  has also required a detailed an on specific topics outlining how Albania intends to  meet the required criteria within the given timeframe.
