A2 CNN – Deliu: The Importance of the parliamentary resolution and the unblocking of the IBAR Report, 14 May 2026
Invited to appear on Ora News, Nirvana Deliu, an expert on the European integration process at the European Movement in Albania (EMA), analysed recent developments in the Albanian Parliament regarding the resolution on European integration. She stressed that the country’s EU accession process transcends narrow political interests and requires close cross-party cooperation.
Deliu also offered a realistic assessment of the progress made in Albania’s accession negotiations, highlighting a significant lack of transparency. Key documents, including Albania’s negotiating positions for the opening of negotiation clusters and requests for transitional periods in sectors such as agriculture and the environment, remain inaccessible to the public and stakeholders, as they have not been published.
Furthermore, she emphasised the critical importance of the approval of the IBAR report, which assesses the fulfilment of the interim benchmarks for the fundamental Chapters 23 – Judiciary and Fundamental Rights and 24 – Justice, Freedom and Security by EU institutions, including the COELA Working Party. The report is a prerequisite for advancing the closure of other negotiation chapters. However, Deliu underlined that, alongside meeting these technical and diplomatic obligations, state institutions must also keep citizens and businesses informed about the new standards and the practical challenges arising from full alignment with European Union legislation.
