ABC News: Tirana and Skopje’s EU Decoupling, Deliu: We do not have concerns like other WB countries, 26 September 2024

Nirvana Deliu, Integration Expert at EMA, discussed on “ABC News Albania” the impact of Albania and North Macedonia’s decoupling in the integration process, deeming it inevitable at this stage, as each candidate country for EU membership follows an independent process. She characterised the approval of the opening criteria for Cluster I – Fundamentals as a significant step for the negotiation process in Albania. Consequently, positive news emerged from the meeting of the Committee of Permanent Representatives (COREPER) regarding the approval for holding the Second Intergovernmental Conference, which is expected to take place on October 15, 2024, along with the opening of Cluster I. Deliu emphasised that EU oversight has intensified and that reforms should not merely be viewed as obligations, but rather as essential plans. To achieve satisfactory results, Albania must possess institutional capacities, as well as human and financial resources for the effective implementation of laws. She pointed out that the integration process is neither straightforward, nor expedited due to the requirement for unanimous voting by EU member states for the holding of any Intergovernmental Conference, mentioning the possibility of vetoes, particularly from the Greek state. She expressed optimism for the meeting on October 15, believing it will motivate continued efforts to avoid potential obstacles. In conclusion, Deliu stated that Albania is in a more favourable position than several other countries in the region regarding the negotiation process for EU integration, and that Chapters 23 and 24 will be crucial throughout this process.
