Migrant Integration Policy Index 2020 – Country Report Albania, November 2020

This country report is published by MIPEX group, based on the information and data offered by the researchers of European Movement Albania as the Albanian partner of the Migrant Integration Policy Index (MIPEX).

MIPEX2020 is a unique tool which measures policies to integrate migrants in 52 countries across five continents including all EU countries + UK and three countries from Western Balkans (Albania, North Macedonia and Serbia). The 5th edition of Migrant Integration Policy Index (MIPEX), led by the Migration Policy Group (MPG) and CIDOB, covers the period 2014-2019.

The report shows that Albania’s integration policies improved by +1 point in 2019. Immigrants face slightly more obstacles than opportunities for societal integration in Albania, which scores 42 on the 100-point MIPEX scale. Albania’s approach to integration is classified by MIPEX as ‘Equality on Paper’. Albania goes halfway to grant immigrants basic rights and protection, but they do not enjoy equal opportunities to participate in society. Albania’s approach is similar to the other Western Balkan countries

MIPEX measures policies that promote integration in all societies. The different indicators included on the reports create multi-dimensional picture of migrants’ opportunities to participate in society based on 8 areas: labour market; education; family reunion; political participation; permanent residence; access to nationality; antidiscrimination; and health. The index is a useful tool to evaluate and compare what governments are doing to promote the integration of migrants in all the countries analysed.
