Report TV – Deliu: The Eighth Intergovernmental Conference, one step closer to European integration, 22 May 2026
Invited to an interview on Report TV, Nirvana Deliu, an expert on the European integration process at the European Movement in Albania (EMA), emphasised that recent developments regarding the holding of the eighth EU–Albania Intergovernmental Conference on 26 May demonstrate that the accession process has not stalled. She highlighted that Chapters 23 and 24 remain decisive conditions for progress, covering key areas such as justice, human rights, and the fight against corruption, where the European Union is now demanding concrete results rather than only legislative commitments. Deliu further explained that chapters are closed individually, unlike their opening, which takes place in clusters. If the current pace is maintained, Albania could provisionally close around 10–11 chapters by 2026, particularly those requiring less extensive transposition of EU legislation into national law, such as Chapters 25 and 26, which cover areas including science, research, education, and culture. However, she stressed that every chapter closure remains provisional and chapters may be reopened if reforms stagnate or if EU legislation itself changes. While acknowledging Albania’s accelerated progress in the accession process, Deliu warned that speed should not come at the expense of the quality of legal alignment, as ensuring a sustainable integration process is essential to prevent negative long-term consequences for citizens.
