Guideline on monitoring the European integration process – Chapter 24 – Justice, Freedom, Security, January 2025
The guideline for monitoring the process and progress of the country’s reforms and policymaking for Chapter 24: Justice, Freedom and Security, within the framework of the integration process and negotiations with the EU, is linked to Cluster 1: Fundamentals. This guideline aims to provide guidance and practical orientation on how to monitor the overall set of reforms being implemented under Chapter 24: Justice, Freedom and Security in the context of EU accession negotiations, specifically for policies related to these issues.
The guideline will serve as an analytical and monitoring tool for civil society organizations, European integration experts, researchers, and media representatives in assessing processes related to European integration, such as the review and alignment of EU legislation (EU acquis) with domestic legislation for Chapter 24; the adoption and implementation of key reforms in areas related to Chapter 24; progress in meeting the criteria set by national institutions and the EU—by analysing gaps and key challenges in the legal and institutional framework, and the involvement of Civil Society Organizations and other stakeholders in the EU accession negotiation process and the functioning of negotiation structures.
